It appears at a moment when Russia, China, and Iran no longer accept obedience to the U.S.-led order. Its attempt to secure control of the Western Hemisphere-with Ibero-America as the decisive zone-and to extend Monroe's logic toward the Middle East and Eurasia does not show unlimited U.S. power; rather, it shows a power trying to encompass more than it can control.
